Hi there...grateful for any information as everything I have found so far contradicts itself.

If my daughter and I are in Canada as visitors, does she require a study permit. We are from visa exempt country and have an outland PR application in process, currently awaiting spousal approval.

I don't think there's a black and white answer unfortunately.

It's my understanding that you'll need to approach the school you want her to attend. That school may be willing to accept her without a study permit. Or they may insist on a study permit and/or foreign student fees.

thanks for that so as long as they are happy to take her without a permit it wont affect the processing of the outland PR?

It shouldn't. I agree with scylla here: some forum members have been told the child needed a study permit; others have talked to the principal of the school, who then let the child attend without a permit. If one school says no, try another.
