You need to contact Seneca directly to ask if they have scholarships available. Generally speaking, there are few scholarships available for International Students unless you are studying at the Master's or PhD level.
Alternatively, you can take out a bank loan in your home country to pay for your studies.
It is very unlikely that you will find a full scholarship for a college program. You may find some bursaries for a few hundred dollars. Look at regional/national scholarships in your country. When applying for the study permit, you still need to show your own funds to support yourself. Pay first year tuition and show minimum of $10k.
