Schedule A requested to my 2-year old daughter, is it right?

I received message from my CIC account and ask me upload schedule A for my daughter and with original signature.
I read through the form and feel that all the questions are not applicable to her.
She is only 2 years old, and born in Canada, why does she need to submit schedule A? Is it normal?
Does anyone has the same experience? what I should do?

1. She shouldn't have been included on your application as she is a Citizen. She should have only been shown on the IMM 5406
