Confusion 1. So the requirement that "there should be no gaps" applies only to personal history or also to education history.

In Education:
there was a 6 month gap between Applicant's High school diploma equivalent completion and the start of their bachelors degree in a university. Should this gap be entered as a separte field?

Also

Confusion 2. Dividing 16 years of education:
It asks for a break up of applicant's education in to
Elementary / Primary
Secondary / High School
Univeristy / College
Trade / Other Post Secondary School

TOTAL: 16 years.
if the applicant did a 4 years bachelor degree. How to spread the years. 4 years to university, 4 years to secondary / high school? and the remaining 8 to primary / elementary?

Before the 4 years in university, the applicant did a 2 year "High Secondary School Certificate" and prior to that a 2 year "Secondary Schoool Certificate" do we apportion the remaning of the 16 years to primary / elementary?

Confusion 3: for a full time freelance consultant working on freelancing websites, what category do we choose? Does it qualify as "employed" or "Other"? So, in "personal history" Self employed ppl would come under "employed" or "other"

No gaps is for all history. They want to know exactly what the person was doing for the last 10 years or since the age of 18. Each type of schooling needs to be accounted for in its own separate field along with the start/end dates for each. If they did 8 years of primary, then put that as one continuous time frame. You don't need to do anything separate regarding summers off for primary or high school students, they are still classified as students.
Any other gaps in between or employment experiences require another separate field to explain what you were doing and the dates can overlap with school if that's the case. For the break in between levels of education just include the start/end dates and indicate that it they were unemployed for the time between high school and university.

Its been more than 10 yrs since All Education levels got complete. So in this situation does the applicant still need to give the info regarding a 6 month Gap between high school completion and university beginning.

Also for the personal history section: for self employed / freelance consultants what category shud be chosen. Does this come under "employed" or "other" ?

Just provide the answers as required. If you were in Primary School for 8 years, put 8 then. If you were in High School for 4 years, put 4 then and so forth. You only have to provide the education information from secondary and post secondary to include University, etc as instructed on the form. I would suggest you start from your University and/or College details going down to High School. No need to add the 6-month gap under Education History as you have no details about this. I believe CIC just want to determine whether you really had a full 4 years in High School (if indeed it was 4), full 4 years in University and/or any Trade/Post Secondary course/s.

Under Personal History and being a Freelancer, you may select "Employed" then under Activity/Job Title, Position - you may input "Freelance Website Consultant".
