We are applying for inland spousal sponsorship. I have a question about if the sponsor needs to fill out the 'Schedule A - Background declaration' as well as the 'Additional family information' forms as well.

I checked in the guide and it says:

"This form must be completed by:

you, the principal applicant;
your spouse or common-law partner (whether accompanying you to Canada or not), and
your dependent children aged 18 years or older (whether accompanying you to Canada or not)."

According to this, the spouse of the principal applicant also needs to fill out this form (their own copy).
Does this also apply to the case where the spouse is the sponsor himself? Does he need to fill it out as well?

No, he does not. This form is also used for differing types of sponsorship/PR applications other than spousal, which is why you may find it confusing.
