You are correct. No need to mention skill level C job in this form (that should, however, go in your personal history). But you do need to mention both of the jobs in your points 2 and 3 regardless of whether reference letters are available or not. You will get points only for those experiences in NOC O,A, or B for which experience letter is available.

As for the other question, I already replied you earlier and that answer hasn't changed. For less than 1 year of experience, tick 1 year and write a cover letter explaining why you chose this. If you noticed, you will also see a popup in the form explaining what option you should choose in this question. But the directions there is completely messed up. So just follow your logic. As long as you write a cover letter and explain your situation, you will be fine.

You are saying that the form that I filled out and sent to CIC, which is right in front of me right now doesn't exist? And you are also saying that all the applicants, including me, that have been filling out this form in the manner I described are all wrong? Your stubbornness is astounding.

For each occupation, identify the dates of employment, your occupation, the appropriate four-digit 2011 NOC code, the number of years of continuous full-time or equivalent part-time experience and a description of your main duties".

The instruction does not specify whether jobs under skills 0, A or B only need be mentioned.

I assume the popup displayed may be a mistake from CIC part. They might forget to edit such popups properly.

1. You need this form only if all of your dependents don't fit in the generic form. Since it's just you and your wife, no need for this form.
2. Not required if you are legally married.

I cannot get reference letter from one of the employers I worked with.

Can I describe duties by myself in explanation letter?

I do not have even appointment letter. But without this job also, I can get maximum points in work experience.

If you don't need this job to either qualify or extra points, then the reference letter is not that important. What I suggest you do (I did the same thing) is write a cover letter explaining why you cannot get this experience letter. In the same letter, also include all the information asked in an experience letter (like duties, salary etc). If you have payslips or any other form of evidence of this employment provided by your employer, then include those too. This worked for me.

For qualifying (10 yrs), I need this job. But for getting points I don't need.

And more over I do not have appointment letter or payslips (this company did not have payslip system). But I have my final settlement copy after my resignation.
