Even for the online app, scanning the entire passport does not hurt. It is common for IRCC to ask some applicants to send scans of the entire passport at a later stage which adds 1 extra month of wasted time. I believe it might be better to send the entire passport scan at the beginning. Thats just personal opinion

From what I see here, it's not common at all for IRCC to ask. Infrequent at best. Perhaps not 'rare', but not at all common. ("Common for some" doesn't really mean much).

I think it's a waste of time for most, but for anyone who wishes, go ahead. I think providing more info than requested/required is more likely to cause delays unless there's some specific reason to do so.

My heuristic? Follow the instructions. If in doubt - follow the instructions.

And my spouse did have to submit passport scans. Given some specifics of the case, I knew we'd likely have an interview or other steps - which we got through, no problem. We actually did provide a bit more that responded to the issue - but they still wanted an interview.

Point being, we can't say that files are 'delayed' because of asking for passport scans when the likelihood is the related delay is because of case specifics.
