Dear Siraj Bhai,
I would advise you to share this matter with NDVO. Obviously regardless of country, they all are the parts of a single system in the end. Since the delay is because one of their own embassies, they sure will consider your case and give you some extension.
May be you should call them followed by a formal e-mail.

I have already written emails to both Riyadh embassy and NDVO
the biggest thing I am worried about is my deadline is tomorrow for submitting passports at NDVO
I had already raised CSE to both embassies the very same day of PPR
today out of the blue I checked the email from Riyadh visa office the tone of the email is very general

if anybody here received the PPR from Riyadh please share the email body I will really appreciate it

Thats why I am asking you to call them via phone.
Do not wait for there electronic response.
Call NDVO right away.

There is a whatsapp group "Alberta settlers" which I am a part of. Everyday there is a good news and too much msgs. Ultimately I had to mute it down for sometime :P

But LVO .. Hopefully will also work... lol

Again its me with the translation issue, i translated my Police certificate at an office behind alkhobar passports office , but there is nothing special that say the translation is certified , just the office stamp . I contacted canadian embassy in Riyadh and this was their reply (Dear Applicant,

You do not have certified translators.

All the documents that requires attestation from Canada for your immigration application, you can bring them to the Canadian Embassy in Riyadh to be attested.

Regards,)
Please advice should i attest it or not ?

Welcome
Hope it works for you
Please let me know how it goes

Let me clarify, you mean you need to submit the translated PPC to your visa office? If yes, you don't need affidavit or any attestation. Just send the PPC original Arabic and Original translation (stamped by classic translations office) directly to your visa office. You don't need anything else.
No need for chamber of commerce or embassy or anything.
Best wishes.
