Its simple.

Follow These steps:

1) Visit your Country of Origin's Embassy and tell them you want a PCC for immigration purpose (almost all of the embassies have the formats for PCC request)
2) They will take a little fee for the application and give the form. (Take 4 to 6 passport size pictures, your passport copy, original iqama, iqama copy and a print of your PER e-mail to be on safe side as requirements may vary from embassy to embassy)
3) Fill out the form, they will take your thumb impression on the form, pay the fee, get the form stamped from the Embassy. (Now embassy stuff is completed)
4) Take this form to Ministry of Foreign Affairs office and get it stamped (They will charge you 30 SAR for stamping)
5) After getting stamped from MOFA, your form is ready to submit to the police station. Please make sure you know enough arabic to communicate with the cops because generally in police station nobody knows english except a few high ranked officers, which will not be available to assist you for sure.

P.S. MUST TAKE A FEW PASSPORT SIZE PHOTOS, IQAMA COPY & PASSPORT COPY WITH YOU TO THE POLICE STATION.

If you are in Dammam-Khobar Area I can tell you exact location of MOFA.

BTW what is your country of origin?

For All Saudi Pcc,

It doesn't matter where you live in KSA. I live in Jubail, but applied in dammam police station. No 1 asks for address.

Ohki great then.

The address is

Ministry of Foreign Affairs
7902 Sahil St, Hajar
Dammam 3425

Its on Prince Mohammad bin fahad road the same road which have Al-Othaim Mall.
Its just near the Gulf Palace.

These are the coordinates

26.3700853,50.1280522

You can use these in any of GPS navigators.

Get there and go to the back side of MOFA because stamping section is in the back. Submit your mobile phone to the shelves made on left side of entrance and rest it will take not more than 10 minutes to get your letter stamped.
