I know it is closed now , it may open next month or in Jan 2017. You have to prepare all the required documents and have your account ready then submit your application whenever the application intake opens.

How will you know when it is opened? Is there a notice that goes out that alerts the public? I would love to apply for it as well.

There is no alert. You have to check SINP website everyday and be ready to submit your application immediately. I was checking SINP website everyday for more than 2 months and once they opened I was able to submit my application instantly.
