I have a family friend in Saskatchewan who is ready to sponsor me in general stream...m in the EE pool but my score is below 400...so getting a sponsor for this PNP would help me increasing points??

No, it wont help. You need to get a job offer letter with a valid LMO from a Canadian employer or PNP nomination letter under Express Entry. You might be eligible to get your PNP approved under sponsorship category if there is one as I am not sure about SK PNP rules.

Your friend cannot count; only close family members can be considered as ties to Saskatchewan.

There is no minimum 400 CRS score requirement for Saskatchewan. But your Express Entry profile must be valid. If you say you're in the pool, then I assume your profile valid.

Your NOC must be in the in-demand list, see Appendix A in the PDF:

But they have their own grading system and you must get at least 60 points. You can do the pre-screening on their site:

i m not sure they will consider but so many ppl got refused just becos of not maintain their balance
thru out their process. u can take chance by redeposit that but be prepared for worse (refusal).try to
find any better excuse for broke down your fixed deposit ,they might ask if .good luck.
