S1 Student Visa Approved in March 2020 for a masters program in Halifax, Nova Scotia. I have not yet travelled to Canada. Classes started virtually.. After attending 2 classes, I understood that the course is very demanding and I cannot able to make it. So I check in IRCC website about the changing the course plan and university and the government of Canada is allowing international students to change the course to designated learning institute without reapplying for study permit again. So based on that I secured an admission for post graduation with other university in Nov Scotia.
I have informed both the consultant and the university about discontinuation plan. But I have not yet received any response to my mail from the university as of now. Then, I approached the university over phone for discontinuation and refund , they are asking me to send the mail through consultant who took the admission for me for the masters program in Halifax, Nova Scotia. Please note the last date for discontinuing the master's program is 25th September 2020.
And when I approached the Consultant for refund, they were asking me to cancel the S1 student visa for processing the refund. Then only they will send mail to the university for refund process.
Because of the delay in refund process from the university, my joining process for the post graduate program is also getting delayed with other university.
This is both contradicting and incomprehensible.
1) Requirement for cancelling the student visa/travel permit contradicts the Government of Canada’s options made available to international students which states that International students can change their course or college/ university, provided it is a DLI, without having to cancel or change the travel permit/Student visa. 2) Requirement of the Consultant to inform the University for the course discontinuation and fee refund is incomprehensible, as I can’t really understand how the consultant can decide whether the student should continue or not continue for the course. Isn’t it the student who is best positioned to take his/ her decision, and moreover isn’t it the student who has paid the fee, and not the consultant?
3) University is asking to route the mail through consultant for refund and consultant is asking me cancel the student visa for sending mail to university for refund
How will I deal with this situation, because I am a genuine student who wish to study in Nova Scotia, Canada at the earliest intake?
