Allowed to maybe but definitely discouraged by CBSA as they do not see it as their responsibility to process every single variation of permit especially those can be processed within the country such as a PGWP. Even more so with the permits such as PGWP ability to work or stay pending a decision .People are allowed to flagpole.
That letter seems suspicious to me
Even i got my pgwp and spouse owp from border on NOV 12. But this letter dated 15th NovPeople are allowed to flagpole.
