Much appreciated if someone could expedite bit more about RQ risk indicator A5 – Self-identified as a consultant, self-employed or unemployed, with any travel during the relevant 4 year period.

For situation such as husband unemployed during 1st year while wife works for next 2 years & he becomes home maker (taking care of kids). Later husband works for 1 year (the fourth year under consideration) as regular employee of an organization and couple is having some 6 travel trips during 4 years period.

Could this situation triggers A5 automatically while applying for citizenship? Any thoughts would be appreciated!

Foremost: you appear to be quoting the File Requirements Checklist triage criteria as it was in the summer of 2012. It is almost certain that this risk indicator itself has been modified or that certain qualifying interpretations or guidelines for applying it have been implemented. For example, several individuals have reported they declared periods of unemployment and were not issued a pre-test RQ.

CIC is secretive about the risk indicators, and especially so in regards to how they are applied in practice.

Predicting who will receive RQ is highly speculative, at best. Sure, there are some factors certain to trigger RQ. But beyond that, beyond the obvious, forecasting who will be issued RQ is a guessing-game.

And, anyone, and that means any applicant, regardless of how solidly qualified he or she is, might be issued RQ.

There are ways to dodge some of the more obvious factors which might outright trigger RQ or invite scrutiny which could lead to the issuance of RQ, such as carefully avoiding the use of certain language . . . for example, in 2012/2013 a homemaker should have avoided using language indicating he or she was "unemployed" while a homemaker, with reference to "homemaker" sufficient to avoid the then applicable RQ trigger for self-declared unemployment. Many if not most "consultants" can more specifically describe their job and avoid self-identifying as a "consultant." But overall the more important thing is to be sure to be honest and accurate.

Overall, hope for the best, plan for the worst, is probably an adage worth following. Any applicant for citizenship, for example, should be prepared to document where they have been living and where they have been working (as best they can), and otherwise maintaining records of a life lived in Canada during the relevant time period.

Probably not much to be gained by including Notices of Assessment or T4s with the application, but of course these are important documents to have if there is RQ.

Note: it appears that RQ is not so much the dreaded RQ it once was . . . and while it will always entail some delay and it is, in itself very inconvenient and a major intrusion into one's privacy, for those who promptly submit a responsive reply with supporting documentation, it does not necessarily entail the extra-ordinary delays it was imposing a few years ago.
