No idea. Never heard about paying RPRF in advance.

The only window I know about is during the application submission period. I am aware that an applicant can submit the RPRF alongside with the application fees. If you miss that window, then you may have to wait till the visa office asks for it.

you can pay RPRF fees with application submission also any time during your case in process. there is no restriction of that and it will not expedite your case if you pay RPRF in advance. If VO ask you to pay RPRF fees that means you have good chance to get PPR.

you can pay RPRF fee in any format it applies for all visa offices.

The OP is in Ghana (or going through Accra) RPRF can't be paid on line http://www.canadainternational.gc.ca/ghana/visas/fees-frais.aspx You will that this is true in most offices.
