I have submitted Record Of Employment from Service Canada that was given to me by my employer rather than all pay stubs. It has information on the entire pay period of the whole year of experience in Canada. Do you think that suffices by itself or should I raise a CSE and submit pay stubs separately? Is this ground for rejection by itself?

I have not yet been given T4 by my employer. They said it will be given when it is available to them. Some time this month. Just adding this information here too.

Pay stubs aren't mandatory.

What about NOA and T4? I did not give those two pieces of information because they're incomplete, the NOA would be for 2015, same for the T4. My work experience extends into 2016. That's why I attached the ROE since I left the job in early August 2016.

I thought to prove CEC experience for that time, an ROE from Service Canada is a better way of showing it than multiple pay stubs, as I no longer have that job due to loss of status. Plus, an ROE is a FAR more detailed document than just a pay stub, having everything from pay period and work hours to the Employer Registration Number. Just thought that would suffice with experience letter as I have yet to receive the T4 for my remaining work experience (2016).

Ok, the reference letter is the only mandatory piece of evidence needed, provided it meets all of cics requirements.

Anything extra (T4, NOA, ROE, paystubs...) Are all OPTIONAL ADDITIONS.

They help strengthen your case in case the letter lacks in anyway. Going with that you don't have to justify why an ROE is better, just add it in. However if you have filed taxes correctly, an NOA can be easily obtained and added as well

If you haven't filed tax for 2016 it's understandable why you wouldn't include it. You can even mention that in your LOE.

I haven't included any LOE. But given that those are optional additions, one of which I have included (ROE), they'd request any additional documents if they do need them, wouldn't they? Because at this point after having submitted it all anyway, I feel like I can just wait for it, if they ask for anything else at all.

If you've already submitted what are you worried about? As long as the letter has all the details, that's all CIC need. The ROE is a bonus.

Because I am a silly, paranoid *censored* :D

Yes, you're right, the letter I've provided is on the company letterhead, has my job title, my manager's name, signature, phone number and address of the company, start date, end date, hours worked, NOC code (2282), benefits I had, main duties and responsibilities, annual salary.
