Would also expect the IT needs to be very different between a more rural setting and any of the larger cities. With more basic needs will also come a lower salary. Salaries will also usually be lower in some regions due to cost of living. You can't compare the 2 situations.

alright, yesterday I saw a youtube video in my language, it said you might get a higher salary because they want to encourage you to stay with them longer.
So if this is true then both cases (high and low salaries) are possible.
