Right to permanent residence fee refund cheque for appeal in progress

I had filed sponsorship application for my parents. Application was denied with reason that I was ineligible to sponsor my parents. When filing the application I had paid the entire amount including the right to permanent residence fee. I decided to appeal the decision. I recieved a refund cheque from IRCC which I believe is the refund of right to permanent residence fee.

Am I supposed to cash the cheque or just hold on to it until decision on my appeal is made?

So you went through JR with a lawyer. Cash the cheque. If file is reopened and approved then they will ask for new fee.
