Right Of PR Fee (RPRF) Payment

Hi,

I wanted to confirm if I have to pay for both the Right Of Permanent Residence Fee (RPRF) and Permanent Resident Application Fee when I submit my application. I will be asking for an extension in my LOE because I don't have my USA certificate yet, thus I was wondering if someone here knows:

1) How long of an extension do people in my situation get. Its been 9 weeks since I sent over my docs, so should take abt another 5-6 for me to get any updates.

2) Can I use my brother's credit card to make the payment now that my document check list is complete (is it even due at the time I submit my application, or do I have to wait for them to tell me when to pay). Lastly, does it necessarily have to be a card under my name?

Saves a lot of hassle paying RPRF upfront with your application fee rather than later then you are done with fees..

Anyones card can be used to pay as long as valid and you have their permission of course so card does not have to be in your name.
