It just means you have to pay it, as the majority pay it all up front when submitting our applications so it doesn't result in any delays. It doesn't guarantee residency and can still be rejected like anyone elses.

As they get ready to issue the visa they double check that everything is set and send out requests like RPRF payment and repeat medicals.
