right of permanent residence fees for daughter of my wife

Can anyone confirm if I am reading this correctly? I need to pay application fees for my wife and her daughter, it is clear.

But her daughter is 14, a dependent child. Do I have to pay 490 right of permanent resdient fee for her? I will pay for my wife. I would really like to know, as I do not want a 2 month delay.

No, dependent children DON"T pay the RPRF.
