It means that it is likely that a positive decision has been made regarding your PR application. After submitting your passport and other information as requested and provided everything goes well you will receive your Canadian Immigrant visa and Confirmation of Permanent Residence.

If you received the RFV letter, it virtually means your PR has been approved. They are not going to stamp a rejection in the passport lol. So don't worry about what the portal is saying, in fact, decision made will not show up until they have issued the actual COPR. Until then just follow the instructions as they come in.
