Rewriting a reference letter for canadian immigration

Hello everyone. trust that we are all fine. I have a concern regarding reference letters. If one applied for permanent residence before and was refused due to a number of deficient reference letters that did not meet the lead statement and the main duties of the chosen NOC code, is it allowed for one to rewrite those reference letters and submit a new application with them. Will this be acceptable? thanks for your input.
