Review of Eligibility - We Regret ...

I received this message in my CIC:

We regret to inform you that you do not meet the eligibility requirements.

What does it mean?

But I haven't received any final decision! And Application Status says " Your application is in process"

The final email received is "Correspondence letter" and in Application Status I see " In process". No idea why it says like this?

The correspondence letter will be your rejection letter. Until it's sent to you, the application is still in process.

In Application Status it is still " We are processing your application..." by the way I have to say that I was rejected in 2016 as well.

No. I just was refused in 2016. That was a normal refusal and I worked really hard on GCMS notes by a professional agent, also, my situation has changed. That time I was in Malaysia, now I am in Germany with a good job, bank account etc.
By the way, there isn't still any final decision! And eligibility review was done on 27 December.

Does it mean that most probably I am being refused or there might be chance?

I understand it very well, but why they haven't send me a rejection letter or haven't updated "Final Decision" section even after 1 month?

They may be waiting to determine if you have misrepresented or something similar.
