Returned Application due to Capping

I am expecting my returned application due to capping and I need to apply
for the new FSWP in May,2014.

Is it true that I can apply with copies of my IELTS AND ECA for the FSWP
coming up from May 1st, 2004?Can I inform the CIC that the originals are
held at CIC location?

Please I need urgent reply from the seniors in the house.

I too am new to this, but http://www.cic.gc.ca/english/pdf/kits/forms/IMM5612E.pdf seems to say that if you have already submitted a copy after June 26 2010 and was not returned to you, you can submit a copy of the IELTS Results.

I am hoping that someone more experinced than me can help you.

If the application is returned, CIC doesn't keep any documents. So the original IELTs would have to be submitted with the new application.
