One of my friends is Oct last week applicant under 4011 category. It seems that the CAP for 4011 is full before the application was received by CIC. But the documents are not returned yet. Anyone please suggest how to contact CIC Canada (phone or email). Anyone have idea how long it takes CIC to return the documents back.
