No - you can't. Much like Canada, if you want to live in the US permanently you must apply to immigrate and be accepted. The US doesn't have a retirement immigration class. Interesting retirement plan.... its usually the other way around, people from US want to retire in Canada because of health benefits.
But there are what they call canadian snowbirds who live part of the year (winters) in warm US states and move back in the summer. but that would involve paying for/ maintaining 2 properties.
