I submitted my application (Outland PR sponsorship for my wife) on 7th April, 2021. The PCC I attached was done on my wife's older passport. Now I want to submit the PCC on the newer passport as soon as possible.
Could someone please advise on the:
(a) process of getting the temporary file number and
(b) submit the documents through the temp file number
(c) Would any of this cause any delay in my overall process?

There is no need to submit a new PCC as long as it's still valid. There is no link between passport( Travel ID) and PCC ( Record of offence such as breach, violation, contravention).

Call IRCC and let the phone guide you and pick up the option which is applied to you: 1-888-242-2100

To submit a webform, just use all the Sponsor and PA's information as well as the temporary number, so that they locate your file and update it.

Just one follow up question
I had a doubt regarding the PCC because of the following statement in the PCC. Should this not be a concern?
The PCC mentions " <applicant name>, holder of Indian passport number <old passport ID>"

IRCC needs a valid passport as your country's ID as well as a travel document .. That's all. For the PCC, it's all about its validity itself, no link with the passport validity. Since those are 2 different documents with their own purpose. Maybe , a valid passport can be used to show your ID in order to get a new PCC. If it is still valid, no need to get another one just because you renew your passport.

I keep my position: There is no correlation between the PCC's validity and the passport validity. Only immigration benefits such as: authorization of stay within Canada or the duration of work permit can be linked to the passport validity. PCC is an administrative document which shows your offence record if you have.

If you're not sure, call IRCC for clarification.
