Are you asking about the tourism and hospitality stream? If so, you cannot apply. You would need to find an employer who qualifies.

From what I know, the AINP typically looks at factors like your job, skills, and whether your occupation is in demand. Even if your company isn’t part of a restaurant membership, your work experience could still be considered if it aligns with the program's criteria. I’d suggest reaching out to a consultant who specializes in immigration—they can give you more personalized advice. I had a similar experience when I moved to Sydney. We had dinner at this amazing fine dining in Sydney spot, Pont Dining Room, and while I was navigating paperwork for the move, the staff there gave me some great tips on living in a new city.

Yes you can still apply. Restaurant Membership of Canada is not a requirement for AINP. What matters is that your employer is a legitimate registered business in Alberta and your position meets the NOC skill level for the stream you are applying under. Second Cup qualifies as a legitimate employer so you should be fine. Talk to a registered immigration consultant to confirm which stream fits your situation best.
