I am a Canadian citizen residing in Japan. My wife is Japanese. We do not have any children. Our intention WAS to move to the province of Québec as soon as she obtained her permanent resident visa. However, my work in Japan will probably end before that happens. So, we're thinking of changing our plans as follows:
1st. Following the approval of my sponsorship application, submit undertaking application to the Québec government.
2nd. If undertaking application is accepted, my wife will then submit her application for permanent residence (to Manila?). In said application, her residential address would be in Japan, but mailing address would be in Québec.
3rd. We move to Québec and wait for approval.
4th. Send any extra requested documents.
Is this a flawed plan? Does it matter that her mailing address is in Canada, if her residence is in Japan.
