Wonder whether the residency days are verified before or after the app goes into IP?

After, that's what "in process" means. Only completeness of requirements is checked before IP.
So in that case if it turns out that the residency obligations are not met, is the application returned?. What will be the status then ?

Rejected, and you'll only be entitled to a refund of the $100 grant of citizenship fee. The $530 is the payment for application processing.

No, they will reroute your application to a citizenship judge which most probably will reject your application.

Note that, you have to meet all the residency requirement before submitting your application. Then IRCC will start reviewing your application the day they will open your envelope. The application will go through multiple checks initially at the main IRCC office, and then it will be sent to a local office for detailed checks.
