Required Status for Open Work Permit

I know we must have legal status to apply for the open work permit. However, I am a bit confused about our timeline.

The application for the OWP was received November 1st
Visitor status expired December 8
We don't have an AOR yet

By the time they open the envelope, the legal status will have expired. Does that mean we will have to wait for AIP?

No - you are OK and have implied status provided your application is complete and isn't returned. If your application is returned, that's another matter.
