Can I apply for Study permit while in Canada and on a TRV. I have received an acceptance to study and commenced my program online, completed a semester but need to change my TRV to student visa while visiting. Any advise?

This isn't going to work.

You cannot start your studies until you have an approved study permit for a program greater than six months in duration. This was not the right way to go about things.

If you want to continue with your current program, finish it outside of Canada. Of course you won't qualify for a PGWP.

If you want to go the route of a study permit so that you can qualify for a PGWP, stop the studies you are taking now. Get accepted into a new school and program and apply for the study permit based on that new program and school. Do not start your studies until your study permit has been approved. My recommendation is to leave Canada and apply for the study permit from outside of Canada. You may have more trouble being approved if you remain in Canada.

Unfortunately you really did this backwards and have painted yourself into a corner.
