Hello,

i am a Permanent resident. my parents had the vistor visa for canada and it was expired and they are in India.
can i apply for IRCC and request for ETA instead of visitor visa renewal - because all VAC office is currently closed and the biometric is still pending for my parents.
would they consider providing eta/evisa - as my Parents already been to Canada and is currently eligible because of family member of an PR.

Any suggestions pls.

They only qualify for an eTA if they hold U.S. green cards. Do they hold U.S. green cards?

they are not green card holders but i remember seeing - if somebody had an expired vistor visa and they had applied during COVID which is still in process - they are eligible to send an email to IRCC and get an approval. not sure if this true or anyone tried it.

That is related to TRVs and being allowed to travel.

Unfortunately your parents don't qualify for eTAs and IRCC will not make an exception. They need to apply for a new TRV and wait for biometrics to reopen.
