1. 5 years.

2. Less than 2 months at the moment, see http://www.cic.gc.ca/english/information/times/perm-card.asp

3. If you have been outside Canada for 1095 days or more since you became a PR or in the last 5 years if you are a PR for longer, then you don't meet the residency requirements and that could get complicated for you.
