I went to Canada on July 6th and left a few days later. I now have to return and cannot figure out how to insert my credentials into ArriveCan app. It just takes me to the daily check in (that I am exempt from) due to my vaccination. I called the ArriveCan help line, the person who finally answered had no solutions. I also deleted the app and reinstalled it which allowed me to insert my info but not to finalize and submit it successfully.

Has anyone had to come and go in short time or any idea how to solve this?

Assume the fact that you didn’t remain over the 15 days is the issue. You should still be in your first visit so there is likely a problem overriding the system.

Clearly there is a problem. There is no way to let the app know you have left even though as a vaccinated person you are permitted to do so.

You are still only supposed to travel to Canada for a stay over 15 days so the still may not let you apply again during that period.
