Renounce PR and Apply for TRV at same time

I am currently a PR and am aware that i havent met the RO and wanted to renounce my PR but at the same time apply for a Visitor visa. Can some one advise how long the whole process takes. I will be applying directly to the Canadian High Commision in Delhi, India.

I have sent them numeorous emails but havent got any response back?

1. Probably no one knows how long it will take as the program change was only introduced November/2014
