I lived in Canada as a child with my family for 2 years, but we had to leave Canada due to a rapid decline in the medical conditions of my grandparents. After 3 years (by the end of the 5 years period) we requested for a new PR card in order to go back. When they were issued however, due to a sudden worsening in my grandfather's health, we couldn't go back. The new cards expired in 2013 and now 4 years later I would like to go back to Canada for university. I have applied for a student visa but they told me to apply for a PR travel document and they will re-assess my PR status. What do you think is going to happen? Am I still a PR and Would I get a new PR card?

Apply for a PRTD now! SOON! You're right at the age limit where they look favourable on children not having a choice to move with the parents. After 21 it will become harder to get as they want you to return as soon as possible after the age of 18. Remember, this will apply only for you. Your parents will have other issues to deal with if and when they choose to return. Your status in Canada will have no bearing on theirs.

I would like to ask about my parents' case they have not been able to stay as they were responsible for their own parents who were seriously ill , had several surgeries and long medical treatments, unfortunately my dad's mother passed away in 2010 and my mother's father in September 2016. Thanks again

They can try - but they've waited a bit long. It's been almost a year since those obligations ended. They should apply asap. You should apply separately.
