Dear sir/madame

I have been outside Canada longer than required and i am currently following up my PR card renewal. I have been requested by the immigration office to state my reason for not fulfilling the stay within Canada. Please how can i write this letter? I couldn't fulfill due to unseen family issues and finances. More like humanitarian issues that prevented me from returning earlier but now i am very much ready to return and settle in.
Your help and input will b very much appreciated. Thanks
 
Others can comment as well but finances would not usually work for an H&C application usually only something like looking after an ill close relative when no other close relative was available to do so or some such similar reason.

How long have you been away and how long were you in Canada as that can also have an impact ?

By the way you cannot renew a PR card from outside Canada you would need first to apply for a PRTD as an H&C application and then if approved use that to come back to Canada before you could get a new PR card. . If not approved then it is possible your PR status will be revoked subject to appeal.

I concur with @Bs65 . It's most likely that the PR card application will fail and revocation will commence unless the H&C reasons are compelling.
In your position, you should probably consider getting in touch with a competent immigration lawyer to help address this issue. It's almost certainly too late to withdraw the application, as you are already being questioned about meeting the Residency Obligations.

Yes i just need to address residency obligations at this point. Both my kids were born in Canada but i couldn't move back fully then bc i didn't want to live off of social/ welfare assistance with 2 kids, so i needed to get this weight off my shoulder.
I am thinking this is a great opportunity given to me to explain myself That's y i am asking how i could best present my situation?

Not that they won't consider those reasons, but they aren't particularly compelling for a successful H&C claim.
 
You made some personal choices. Many other single parents that work or live of welfare so that is personal preference. Not sure how old your children are but they can return to Canada when they are adults.

We can't help you because it has to be true and you will have to provide proof. Not sue how long you have been out of the country or what your unforeseen family situation is but financial reasons are not considered H&C reasons.
