Hi,

I am currently employed as a full time contract employee for a big financial company. My contract is for one year and ends in Aug. 2016. I would like to know if my one year experience would count when I decide to create an EE account and enter the pool. I have also read that provincial nominations require a full time permanent job with no end date. Does that mean I am not eligible for PNP?

Yes, it will - that is, if you create your EE profile after completing one year.

Every province has its own program(s), most have multiple programs with different requirements. It is possible to get a PNP nomination without a permanent job, but cannot be more specific without knowing which province...

I am looking at OONP as it seems to be the easiest (though expensive) at the moment. I live in BC and have no ties to ON and I am not sure how they will handle this. I don't want to waste $1500 at the end of the day.

Has anyone got ON nomination without any kind of ties to the province?

It is difficult, you would basically have to have proof of an Ontario-based job hunt, and at least some visiting to Ontario; moving to Ontario would be best, if you really want this...
