I have landed in August but my PR Card is not here yet.
I have been told the PR Card will arrived in 5 weeks time, however it seems a lot of people here received their PR exceed the 5 week timeline.
I am an inland applicant and a former work permit holder, therefore the SIN card i have currently starts from a 9 which means visa holders'.
I am looking to find a new job and I will need to provide a SIN card once I find a new job, where some jobs that are only opened to PR or citizen.

I called the Call Centre, the attendance said only with PR Card I can get a new SIN card.
but according to this website. seems I can get it with COPR

So I would like to know can I get a new SIN card that is for permanent residents without a PR Card since I have my landing paper (COPR)?

Hello,

Yes you can use the COPR to get the new SIN.

I was also inland PR applicant. I applied for new SIN by using COPR. You have to go to Service Canada office.

Service Canada will give you the paper showing new SIN. This paper will be stamped by the Service Canada office.

The actual SIN card will be delivered later within 10-15 business days.

The PR card processing time is currently 70 days.

Yes, you can use just the COPR. I landed at Rainbow Bridge and walked right over to the Service Canada office and had a new SIN less than a half-hour after landing.
