exact same way you report abuse, the system sends the post for the moderator to review, if he wanted to delete his account he would done it already

I make toll-free calls on SKYPE. SKYPE calls as if you were in Canada or the USA, even if you actually live in a different country, and so toll-free numbers in North America are free.

I saw something on tv though about the skype freeness....skype is not making enough money and they are planning to deal with that..
