My daughter had permanent residence status and in 2001 was questioned at the border. She voluntarily gave up her status when questioned trying to come to Canada to visit her mother and siblings (all Canadian citizens)

She did not surrender her IMM1000 and has since returned to Canada and intends to apply for a permanent resident card at the end of 730 days residence.

She has filed taxes in 2007 and 2008 in Canada.
She has a valid BC drivers license and is covered by BC health insurance.

It is our understanding that she can repair the previous breach and regain her permanent resident status.

Do anyone know anything about this?

If a PR applies for a PR card after 730 days of residency, the IO's are only allowed to look at the previous 5 year period. They can not go further back. However, if she voluntarily gave up her PR status and this is in writing somewhere, I don't know if she can get it back this way.

if she signed a forum to relinquished permanent resident status then she can't get it back by just moving back to canada for 5 years! She has to re-apply from the start.
