Relaxation in Rules

I am facing a problem and need advice on what to do to proceed further. The scenario is as follows:

1) I applied for Canadian Immigration under the category of Federal Skilled Worker
2) My application was first received in OIC on 9-Sept-2009
3) My application was returned on 26-Oct-2009 (as per email of Canadian High Commission, Islamabad), which I have yet to receive
4) I started emailing Canadian High Commission Islamabad from Jan-2010, requesting for status of my application
5)Canadian High Commission, Islamabad replies on 29-May-2010 that my application was returned on 26-Oct-2009
6) I again sent my application and despatched it on 22-Jun-2010 and reached OIC by 28-Jun-2010
7) New immigration rules for Federal Skilled Work are applicable from 26-Jun-2010 in which my category does not exist. My application reached them 2 days late.

How can I request OIC to give me relaxation of two days, keeping in view that I did not know my application was returned?

sorry brother - not possible, but still no harm in sending your documents with a request note. may be they approve your request.
