What do they ask from the applicant if the applicant got an infant nephew? How many diapers he has used in his lifetime or may be how much milk he/she consumes per day?

coz they ask for Tax and income papers for an adult and working relative.

I assume they ask for something to prove that the child is living in Canada. Maybe they will accept the tax and income papers of the parents and/or a letter from the childs pediatrician or if the child is already at school, his school records.
 
Hmm, Well said Leon.
by asking for kid's parents's tax papers, they get the chance to look at the income status of the parents using which whether or not they'd be able to support the applicant for his early settlement;although PR visas are not sponsor visas.

they surely got the access, else they wouldnt be able to tell anyone's social status in Canada.
