There are 2 ways to have a brother-in-law:

- your spouse's brother
or
- your sibling's husband


In the first situation, he counts as a relative for CIC, regardless of who is the Principal Applicant and who is a dependent.

In the second situation, he does not count as a relative.

1. Except that you have to be eligible to apply for EE, and that means that you have to get 67 points on assessment. The relative in Canada, gives you 5 adaptability points.
