1. I have my sister in law (husband's sister) currently in Canada and having the PR. Will I be able to get points under "having family/relatives in canada".

2. I have taken IELTS in Acadmic is it valid. I heard its only general accepted now in new law, is that correct. Where can I get offical confirmation about this.
 
as to the points for having a relative in canada, i think you can have the points. however, it sayd there you and your "accompanying" spouse or common law partner . . . . is your husband accompanying you? because if he is not, i am not sure if you will be granted the additional points. this is just my understanding. somebody has to confirm or correct this

as to the IELTS, wether GT or academic, i am sorry if i am not of much help. i checked, and i cannot find any new rules about this. but i think to be safe, why not take another IELTS? you still have time i suppose

They only accept IELTS (Module G). Read this: "Note: IELTS has two options for the reading and writing tests: “General Training” and “Academic.” You must take the “General Training” option."

i think general training module is required, although academic is acceptable as per their operating procedure manual (OP 6, sec 11.5, page 32)
