Mostly after in process.

after 2nd AOR

in most cases they get "Decision Made" straight after RBVO

as per my observation;;;they are quite quick to decline an application based on incomplete submission or due to less points issue...once a significant time has passed, lets say about 2-3 months from the date of AOR from VO....than we can fairly assume that paper review has been succesful and VO has marked the app eligible based on documents provided...rest depends on B/G checks and further process... Once an applicant has reached this stage than the only hurdles are issues in B/G checks + Security checks or any lapses on Applicant's behalf on not being able to meet deadlines if VO sends an document/medical requests...

is this rate only of FSW-1 category or all immigration categories. I personally think this is for all categories.

This data is from data.gc.ca for New Delhi Visa office
This is approval rate. So rejection cases are very very high considering this data.
I don't know about this C-50 and M01 categories.
This data is for 2009-2010(march end)

Federal Skilled Workers (Pre-C-50**) 47%
Federal Skilled Workers (C-50**) 39%
Federal Skilled Workers (C-50 - Pre M01**) 33%
Federal Skilled Workers (C-50 - M01**) 29%

That's probably different under the new rules since CIO Sydney now get the full supporting documents along with the application, and they the bulk of the eligibility review.

I think visa office now still do a brief eligibility review to ensure CHC didn't make any errors calculating the points etc, but the major eligibility decision now happens at CIO.

Therefore I think a lot of the rejections which formerly happened at the visa office during the eligibility review, now happen at CIO and those applications do not even reach the visa office.
