Purpose of visit can mean many things. That's why you need to provide your full profile.

It can often mean that the program you've selected to take in Canada doesn't make sense based on your previous education and work experience and IRCC doesn't believe you are a genuine student.

I also applied in canadore cllg bt i got 2 refusel at that time i got two reason in refusel one is already mention above and other is your studies is not establishedment then i applied GCMS they mention course prblm then i changed course and applied bt now i only get this reason purpose of your visit!!

It's really impossible to provide advice without knowing which exact program you were planning on taking in Canada, what your past work experience is (if any), and what education you previously completed.

So this is your third refusal. What is the program and your level of education. Purpose of visit can mean they don’t think you are a genuine student who will not return home. So this means course is not appropriate and doesn’t improve on current education and career. Order GCMS notes.

It means the VO knows you're not a genuine student they know you're just using a study permit as a cover to try to stay in Canada.

Why did you change course? You don't really care what course you take, so long as you are able to get the study permit, right?

It could mean a series of things. I had gotten the very reason and then I ordered gcms notes. It stated vo couldn’t relate my undergrad 10 years ago to my work experience and now masters as well as i had a vital document, transcript, missing.
Also from the other comment I beg to differ that VO ‘thinks’ and not knows you are a genuine student.
