Rejected visa want to reapply

Hi,

So my brother's visitor visa has been rejected. The reason is the following: "I am not satisfied that you have sufficient funds, including income or assets, to carry out your stated purpose in going to Canada or to maintain yourself while in Canada and to effect your departure"


The question is that he has funds in cash and he can add them to his account. Is it worth to try again or they're gonna reject it again as he's not working.

I think he'll be rejected again unless he can show stronger ties (e.g. job, other assets).
